Cybercrime – crimes related to the use of computer technology (crimes against information security, theft by means of computer technology, blackmail, extortion, production and distribution of pornographic materials, etc.)


Basic concepts that relate to the topic of safe behavior on the Internet and describe types of cybercrimes:

  • Phishing – a type of fraud, the purpose of which is to obtain confidential data for access to various services (e-mail, social network page, internet banking, etc.).
  • Vishing (vishing – voice + phishing) – is a kind of phishing, where the intruders through telephone communication, force the person to give them their confidential bank or personal data or encourage him to perform certain actions with his bank account or bank card.
  • Information security – a state of protection of the balanced interests of the individual, society and the state against external and internal threats in the information sphere.
  • Cyber-attack – targeted impact of software and (or) hardware on information infrastructure facilities, telecommunications networks used to organize the interaction of such facilities, for the purpose of disruption and (or) discontinuation of their operation and (or) Creating a security threat to the information processed by such objects.
  • Cybersecurity – the state of security of the information infrastructure and the information contained in it against external and internal threats.
  • Cyber incident – an event that actually or potentially threatens the confidentiality, integrity, authenticity, accessibility and security of information, and also constitutes a violation (threat of violation) of security policies.
  • Cyberterrorism – attacks on information systems that threaten the health and life of people, as well as capable of provoking serious disruptions in the functioning of critical objects in order to influence the decision-making of authorities, either obstructing political or other public activities, or intimidating the population, or destabilizing public order.
  • Confidentiality of information – requirement not to allow dissemination and (or) provision of information without the consent of its holder or other grounds provided for by legislative acts of the Republic of Belarus.
  • Information holder – the subject of information relations, who received the rights of the owner of information on the grounds established by acts of legislation of the Republic of Belarus, or by contract.
  • Personal data – basic and additional personal data of the individual, which must be entered into the population register in accordance with legislative acts of the Republic of Belarus, as well as other data allowing to identify such a person.
  • Information user – the subject of information relations, receiving, distributing and (or) providing information, exercising the right to use it.
  • The user of information system and (or) information network – the subject of information relations who got access to information system and (or) information network and using them.
  • Providing information – actions aimed at making available information to a certain number of persons.
  • Crimes in the information sphere – offences against information security (cybercrime) and other crimes, the subject or means of which are information, information systems and networks.
  • Dissemination of information – actions aimed at making known the information of an uncertain circle of persons.
  • Swatting is a tactic of harassment that is carried out by sending a false call to a service. For example, people report on minefield attacks in order to create confusion and panic in a specific place.
  • Smishing – a type of fraud (smishing – SMS + phishing), the purpose of which is to go through the link from SMS and/ or download malware. A Smiching message usually has the same appearance as a message from a bank, government agency, telecommunications operator, well-known store, and also about a sudden win in a lottery or promotion, etc.
  • Digital hygiene is a set of rules, following which, the person ensures information security (not anonymity, but protection) on the Internet. Relates to the field of knowledge on digital security.
